AI Dependencies and Business Continuity: Preparing for the Next Single Point of Failure

It’s Monday morning. Your developers log in and discover GitHub Copilot is down. Analysts trying to open ChatGPT find only error messages. Customer service agents, accustomed to AI-assisted responses, are suddenly staring at empty screens.

What happens next?

Most leaders don’t know. Business continuity planning has historically assumed that while systems fail, people remain constant. Humans could always step back in when technology faltered. But what if the opposite is now true—if humans can’t easily step back in because their capabilities have been reshaped by the very systems meant to augment them?

This is the not so subtle paradox of AI adoption: the more it accelerates productivity, the more it creates new points of fragility.

The Blind Spot in Continuity Planning

Continuity planning has always been about infrastructure, both technological and operational — power, data centers, networks, facilities, coordination, process execution — all the things that make a business function. We model how long the capabilities will be down and how quickly we can recover. People, in these plans, are usually treated as constants—capable of resuming work once systems return.

But AI alters the equation.

When AI is woven into the very act of reasoning—when it drafts code, triages contracts, generates analyses—the assumption of steady human capability no longer holds. An outage doesn’t just delay output; it undermines the ability of teams to function at all.

This is not a distant scenario.

  • In controlled studies, GitHub found developers completed tasks 55% faster with Copilot. Real-world gains vary—often closer to 10–40%—but the pattern is clear: workflows reshape themselves around AI.
  • At Beth Israel Deaconess, GPT-4 reached the correct diagnosis first in ~70% of cases. Yet physicians using AI assistance did not perform better than without it. The AI was strong; the integration was weak.
  • Cloud infrastructure remains highly concentrated. AWS, Microsoft, and Google command nearly two-thirds of the global market, while a handful of foundation model providers underpin most enterprise AI. Outages, policy changes, or geopolitical shifts ripple systemically.

These are not technical curiosities. They are strategic vulnerabilities.

Three New Risks of AI Dependency

1. Capability Substitution

Just as GPS reshaped how our brains store spatial memory, AI reshapes how teams develop expertise. Skills don’t vanish overnight—they atrophy quietly. The danger is not that people become lazy, but that they become structurally incapable of resuming work at full capacity without AI scaffolding. Continuity plans built on the assumption of “we’ll just work slower” are naïve; in many cases, the fallback may be no effective work at all.

2. Concentration and Systemic Exposure

Executives know vendor concentration is a risk. What is new is the scale of concentration in AI. The industry is essentially riding on a few hyperscale providers and model families. When a major outage strikes, it is not just a single supplier relationship that falters—it is the substrate for entire industries. Traditional diversification strategies offer little insulation when all roads lead to the same handful of providers.

3. Workforce Resilience Erosion

Perhaps the most subtle risk: the workforce feels more capable, even as it may become less resilient. Copilot, ChatGPT, and other tools create a sense of acceleration, but subjective confidence often outpaces objective improvement. Junior employees grow adept at orchestrating tools, not mastering fundamentals. Succession planning, knowledge transfer, and adaptability quietly weaken.

Implications for the Enterprise

  • Operational Fragility: Workflows optimized for AI-assistance do not degrade gracefully. They collapse. Fraud detection without AI doesn’t simply slow—it fails. Contract review without AI doesn’t just take longer—it backlogs, cascades, and misses deadlines.
  • Competitive Dynamics: As AI capabilities commoditize, the question shifts. Not “who uses AI most efficiently” but “who can maintain operations when AI isn’t available.” Resilience becomes the differentiator.
  • Regulatory Expectations: Regulators are already expanding their lens. The EU’s DORA and emerging US banking guidance are poised to treat AI dependencies as operational resilience risks, subject to testing and reporting. The burden of proof will be on firms to demonstrate fallback capacity.

Extending Business Continuity to AI

This isn’t a call for a new discipline. It’s a call for continuity leaders to extend what they already know. The familiar questions still apply—just to a new dependency.

Map Dependencies

The first step is seeing your environment clearly. AI is already embedded in more places than most leaders realize. Mapping dependencies means asking questions like:

  • Which processes suffer >20% degradation if AI fails?
  • How long before AI-assisted workflows accumulate irrecoverable backlog?
  • Where are you exposed to single points of failure in your AI vendor stack?

The answers reveal which workflows are fragile and where resilience efforts must begin.

Design for Graceful Degradation

Continuity planning has always been about designing for disruption, but AI requires a new kind of fallback thinking. Leaders should ask:

  • Can fraud detection continue at 80% capacity without models?
  • Can analysts validate outputs manually under time pressure?
  • Can developers code without Copilot when the pipeline demands it?

If the answer is “no” too often, then the organization has efficiency—but not resilience.

Preserve Human Skills

AI will not replace the need for human expertise. But unless we protect those capabilities, they will erode. Resilient firms deliberately preserve skills by:

  • Running “manual mode” drills
  • Rotating staff through AI-assisted and independent work
  • Auditing skill erosion annually—measuring what teams can do unaided

This discipline ensures that when AI stumbles, humans can still step forward.

Diversify Strategically

Most executives already diversify vendors, but AI concentration changes the calculus. The question is whether diversification is functional, not just contractual. Effective approaches include:

  • Negotiating AI-specific SLAs
  • Building contingency relationships with alternative providers
  • Pressure-testing whether diversification actually delivers continuity in practice

The goal is not redundancy for its own sake, but confidence that operations can withstand disruption from any one provider.

A Roadmap for Leaders

Putting this into practice requires a staged approach. Continuity leaders can move quickly by following four phases:

  1. Assessment (30 days) – Map AI dependencies across critical processes. Benchmark independent team capability.
  2. Integration (60 days) – Revise business impact analyses to include AI dependency scenarios.
  3. Implementation (90 days) – Establish fallback procedures, skill-preservation programs, and AI-specific vendor SLAs.
  4. Optimization (Ongoing) – Run quarterly AI outage simulations. Monitor dependency metrics. Update continuity plans as adoption evolves.

Each phase builds toward resilience without slowing the pace of AI adoption.

Three Questions Every Leader Must Ask

  1. Can we maintain 80% operational capacity for a week if AI systems are offline?
  2. Are our teams learning enduring skills, or just how to operate tools?
  3. Do our continuity plans explicitly account for AI outages, vendor failures, and regulatory restrictions?

Resilience as Strategic Advantage

Avoiding AI is not an option. That would be strategically reckless. But so is ignoring the dependencies it creates.

The firms that win will not be those who wring the most efficiency from AI in the short term, but those who integrate it in ways that preserve resilience. They will treat AI as critical infrastructure, test its failure modes, maintain human expertise, and build redundancy into the fabric of operations.

In a world where AI is everywhere, resilience is no longer just a defensive posture. It is the ultimate competitive asset.
